I'm not completely sure what you are asking here, so have provided several different scenarios below. In general terms you can submit records without photos. It will then be up to whoever is verifying the records if they are prepared to verfiy them as considered correct (for example if it is a common species within its flight period) or if not they might get marked as plausible. The more records with photos you submit, the better idea the verifier can build up of your ID skills, so they might be more inclined to agree with non-photographed records.
So...
If you have just seen some white butterflies but could not identify them to species then it's probably best to leave them.
If you have identified a certain number of the same species of white at a site but only photographed it once, that's fine, add the record, upload the photo and add the abundance, e.g. '5'.
If you have identified various species of butterfly but not photographed each species, add all of the records, add photos to the ones you do have.
