Google satellite 'for development purposes only'

Since the update the map isn't working properly when trying to enter records on the enter a casual record page.

The map is dim with "for development purposes only" written across it and there is an alert box that says "This page can't load Google maps correctly". If you lock the "enter a spatial reference" field the map stops working completely.

There are two error messages in the browser console:

• Cross-Origin Request Blocked: The Same Origin Policy disallows reading the remote resource at https://maps.googleapis.com/maps/api/mapsjs/gen_204?csp_test=true. (Reason: CORS request did not succeed). Status code: (null).
• Google Maps JavaScript API error: BillingNotEnabledMapError https://developers.google.com/maps/documentation/javascript/error-messages#billing-not-enabled-map-error

I'm using the latest version of Firefox on a desktop.
