Species without verification rulesets

I've noticed that species for which no verification rulesets were created seem to automatically pass verification checks.

For example, the Brown Marmorated Shieldbug is now in Britain and records are of interest and need to be flagged somehow. However, since the checks are not flagging up this species, it is easy for it records to be accepted without due scrutiny.

I wonder if this is a default setting that can be changed? Surely it would make more sense for taxa lacking rulesets to automatically fail them?
