It's not listed separately because it is not a separate species, it's classed as a variety or cultivar. So to record it you would use Fraxinus excelsior and then write in the comments that it is Weeping Ash, F. excelsior "Aurea pendula". The other thing to consider is if it is regenerating freely? If there is just a single tree that has been planted there and isn't reproducing then it might not be worth recording (but that would be something to check with your local plant recorder).
