https://waarneming.nl/ already provides a iRecord type site for the Netherlands and Belgium. Closely related https://observation.org/ covers much of the rest of Europe.

Portuguese moths
I have recently entered moths from Portugal on inaturalist. Have you considered using that?
The big problem would be that iRecord checks records against a database of UK species- if it's not in the database it can't be entered. Extending it to cover e.g. Portugal would entail adding in all Portuguese spp not found in the UK. At a quick glance that would about double the number of ant spp. and probably more than that for flowering plantsCan't speak for moths.
That said, it would be brilliant and incredibly valuable in tracking trends in population shifts... iRecord and NBN Atlas do cover Ireland so there's a precedent for ignoring political boundaries. Perhaps we could expand gradually. Netherlands and Belgium first as there are a lot of shared species.
