My records are recording as West Kent, but it's a London council which would be responsible for habitat maintenance. Whilst those of us on the boundary of London like the idea of being in Kent, when it comes to habitat maintenance, Kent County Council are not in control here.

iRecord uses the Watsonian Vice County system
Counties are administrative units, but the problem is that every now and again the borders of them get moved for political reasons. As a result, many recording schemes, and iRecord, use something called the Watsonian Vice County system. You can find a map and list of vice counties here: https://www.brc.ac.uk/sites/default/files/articles/BRC%20VC%20boundaries.pdf Therefore, when you add a record, it gets listed under the relevant vice county, in your case West Kent.
This doesn't always match up with what council is responsible for maintenance etc, but that doesn't matter. Typically councils will not be taking records from iRecord directly themselves, it is more likely to be a local records centre, and they will have access to whatever records correspond to their area of responsibility.
iRecord, and other biological recording schemes, use a system based on vice-counties. These were established over a century ago and their advantage is that their boundaries are stable, unlike political boundaries which are regularly redrawn. This consistency allows biological records from today to be directly compared to records from a century ago. You must be in VC-16 (West Kent).
